It is believed that Titus was a Macedonian gentile, one of the many Paul led to Christ. He accompanied Paul in Jerusalam, and it was he who some of the early Christians said should be circumcised before he was allowed to be a follower of Christ, which is what sparked the debate over whether gentiles coming to Christ were to be treated as second-class citizens. This letter concerns the conditions in the churches on the isle of Crete and focuses on the qualities of the church elders, bishops, and other leaders.
