Winchester is an independent city and the county seat of Frederick County. Its first European settlers were the Quakers, Scots, and Germans who homesteaded there in the early and mid-18th century. Although it was an Anglican colony, Governor William Gooch's policy on religion was one of tolerance, giving rise to the establishment of some of the oldest Lutheran, Quaker, and Presbyterian churches in the country.
