After a contested election and litigation, the area was created by Governor John Burke to separate it from Ward County. He named it after himself. He was a successful politician, a Democrat who held the seat three terms in a Republican State, went on to the Treasury, then retired as a justice of the states supreme court. Their county seat is Bowbells.
