Monroe is located in Waldo County, Maine. Settled in 1789 by Adam Couillard, who moved to the area with his family from Frankfort, the town was incorporated on January 12, 1818 from Lee Plantation. Monroe exchanged land with Brooks three times during the 19th century, and annexed land from Frankfort in 1863. The town is accessed from Maine Routes 139 and 141.
